Kosovo is a small country where you can drive from one end to the other in about two and a half hours. But "small" does not mean "easy to get around without a car."
You can bus between major cities, but those services don't reach the places most worth seeing and they don't reach the places most worth seeing. If you want to visit Rugova Canyon, the mountains, Brezovica ski resort, or you want to stop at a roadside kebab shop in the middle of nowhere, then you need a car for all of that.
Taxis exist in Prishtina and work fine within the city. Outside it, coverage drops fast. And if you are spending a week in Kosovo and relying on taxis for every day trip, you will spend more on fares than a rental car would have cost in the first place.
The other thing nobody tells you: picking up at the airport is genuinely convenient. You clear customs, grab your bags, get your keys, and you are on the road. No waiting for someone to pick you up, no shuttle to an off-site lot, no negotiating a fare with a taxi driver who has clocked that you look like a tourist.
What Documents You Need at Pickup
This is where a lot of people get tripped up, so pay attention.

Minimum age to rent: 21 at most companies. Some categories (economy, compact) are available from 18–20 with a young driver fee applied. If you are under 21 and planning to rent, check this specifically with your chosen company before booking.
Where Are the Car Rental Desks at PRN?
When you exit baggage claim, turn right toward the terminal exit doors. That's where you'll find the rental counters. The new terminal has made this easier to navigate, with clearer signage than before.
Some companies have counters inside the arrivals hall. Others, including Blue Diamond, meet you directly for a fast, personal handover with no standing in a slow corporate queue.
Pro tip: If you've booked in advance (which you should), the whole pickup process takes a few minutes. If you haven't booked and you're hoping to walk up and grab something last minute in peak summer, then good luck. July and August especially, Kosovo fills up fast with diaspora, and available cars disappear quickly.
