Driving a Rental Car in Kosovo: 5 Essential Rules and Traffic Laws

Kosovo is one of the most rewarding road trip destinations in the Balkans. The country is small enough that you can drive from one side to the other in just a few hours, but every region has something different to offer.
Driving here is generally straightforward, especially if you're coming from Europe. Still, there are a few local rules and habits that surprise many visitors. Knowing them before you hit the road can save you money, avoid unnecessary stress, and make your trip much more enjoyable.
Rule 1. Speed Limits Are Enforced and the Cameras Are New
Kosovo passed a new road traffic law in April 2024, which significantly raised the fines for traffic violations. This is not old news that nobody follows through on.
Speed limits in Kosovo follow the same logic as most of Europe, but the enforcement has gotten seriously strict. Kosovo Police use radar and laser speed detection, and cameras can catch you even when no officer is visibly present. The fine gets sent directly to the registered owner's address, so there's no talking your way out of it.
A local secret: If you notice oncoming drivers flashing their high beams or hazard lights at you, they aren't being aggressive. In Balkan road culture, this is a friendly warning from other drivers that a police radar checkpoint is coming up around the next bend.
Rule 2. Headlights On 24/7 (Even Under Bright Sunlight)
This is the rule that trips up almost every visiting member of the diaspora or foreign tourist. In Kosovo, you must drive with your low beam headlights turned on during the day, all year round, on all public roads.
Do not rely entirely on your car's automated daytime running lights (DRLs). In many modern vehicles, the automatic setting only illuminates the front LED strips while keeping the rear tail lights completely dark. Twist the headlight control dial to the manual "on" position as soon as you start the car. Running with your lights off is an easy way to get pulled over for a routine check and handed a quick fine.
